The Tribunal are the leaders of Rayne. They are found on the territory of Ibara . They consist of four members that are voted on by the citizens of Rayne. They are hated by the Jakills because they are keeping secrets from the rest of Rayne. They make their first appearance in the book 'The Pilgrims of Rayne'. Bobby Pendragon becomes a member of the tribunal in book nine 'Raven Rise'.
